Oh nm, I have an idea...
Public Safety Minister Ralph Goodale says the RCMP and CSIS have launched investigations in response to a CBC News/Radio-Canada report, which revealed that someone is using devices that track and spy on cellphones in the area around Parliament Hill.
"Obviously we are very anxious to determine who lies at the source of this activity and that's why both CSIS and the RCMP are investigating," Goodale said.
"We want to make sure that we get to the bottom of this and find out the facts and the RCMP and CSIS are in the best position to do that."
Someone is spying on cellphones in the nation's capital
Goodale confirms the spying was not being done by a Canadian agency using International Mobile Subscriber Identity (IMSI) catchers.
The devices work by mimicking a cellphone tower to interact with nearby phones and read the unique ID associated with the phone.
The minister could not say whether those using the IMSI catchers might be domestic organized crime, a foreign intelligence agency or some other source.
But, yeah, blame the Russians because, um, fuck Trump, right?
Naw, his microwave is keeping tabs on him.
That might have been funny in some circles until yesterday but it isn't funny anymore because once again Trump was right.
So what are the RCMP and CSIS going to do about the RCMP and CSIS spying on Parliament?
If it's a Canadian agency, it's almost certainly our version of the NSA:

Strange, every time I click on that link, my microwave starts up.
That's the whole 'internet of things' that's coming at us. Sooner or later someone really will have their microwave hacked!
So what are the RCMP and CSIS going to do about the RCMP and CSIS spying on Parliament?
Don't be too smug, the dirty Canadian police had these located in a spot that was in range of Parliament, the U.S embassy and Israeli embassy.
Most likely the above mentioned agencies or British being allowed to do so. Could also be the dirty OPP or even local police, you never know in Canada. After all, Vince Hawkes is the same cowardly scumbag that won't allow a simple DNA test on a teen named Jay Boyle missing for a couple of decades, you can google the mysterious disappearance of this teen and others that was a famous case in Canada. My guess is the OPP have ALOT more knowledge about this case than they let on, intimate details...
When I tell you that Canada cant be trusted you can take that to the bank. America is exploited economically, militarily and through security. Not to mention the expression of outright hatred for America from government entities while at the same time we look to have a free trade agreement with China of all countries. You can just imagine how they treat their own citizens when they treat their closest ally with such disdain.
I'm doing my part to speak the facts to America, you might do the same with your local representatives to keep them "in the loop".
Map from the actual story, not from some paranoiac's fever-driven mind. Gee, look at all those worthy targets inside the circles, targets that have been the subject of international spying for decades. Nah, it's gotta be someone in the RCMP or CSIS instead, looking for info to sell to China or to extort an honest job creating industry titan. Yeah, that's the only possible explanation, not the guys from Moscow who've been operating the most effective spy rings the world has ever seen for over a hundred and fifty years, it's some low-grade cop who's probably suspended with pay on top of it. Jesus fucking Christ.......
Yeah, keep sending them your thoughts. Maybe you can link up with the Pizzagate guys later for some direct action.

So, CBC can get the technology and expertise to identify that this is going on but the massive multi billion dollar, heavily skilled, CSIS and RCMP cannot? If you state that with a straight face than I suppose you deserve the system you have.
Canada is not trusted for a reason, I doubt our allies will hear this story without a great deal of skepticism. When dealing with Canada and Canadian police it's no longer "trust", it's "listen but verify". Surely Canadians would be wise to get their heads out of the sand and realize that the covert, "investigative" police in Canada are some of the lowest forms of character we have in this country.

And that's why no one believes most of what you write.
From the first story we had on this:

So, it's our 'allies' doing the spying. Which is why we don't trust them.

So the premise that the multi-billion dollar agencies of RCMP and CSIS are just incompetent is the answer. Got it.
It's quite easy for "foreign made" to be "Canadian used". From first hand experience dealing with dirty police the tactic is always CYA and culpable deniability. Did you think they would be using the same well known IMSI's that could be easily tracked to a Canadian agency?
At best, it's a foreign agency that has been given the green light to operate there. Take it from me because I have tried, Canadian politicians have ZERO power to enforce accountability against agencies who abuse their power in Canada, and even less Will to do anything. In fact, they fear them. Former CIA agents have openly spoken with great surprise how much latitude Canadian agencies have.
Covert Canadian police are of the lowest character. They are what I refer to as "the first to join the police the last to join the military".
