Over 20 years, or just this week? Venice is seeing more frequent events like this, increasing over the last couple decades.
The irony is that satellite measurements have been showing Venice is sinking, but due in part to the extra mass of the water above it due to rising seas.

This is the second highest tide we know about in the area. The first was back in the 70s. You know? Back when we were worried about global cooling.
The high point of this second highest tide may have been 6 foot but:
Venice is in the centre of about 100 little islands connected by canals in a bay. It's subject to flooding.
The flooding this time was accompanied by high winds and torrential downpours.
What I learned in high school science is tides are affected by the moon.

Like I've said before, not me, but people with more knowledge of the subject think it's possible and my meagre science back ground tells me to listen to those with more of that knowledge than I have. Are you one of the science wizards?? I'm not.
