Unless a lot of those 38 million people are either retirees or children who aren't even supposed to be in the workforce, or the 31,000 jobs come after the economy was put through a meat grinder by COVID and a lot of people were unable to work.

Unless a lot of those 38 million people are either retirees or children who aren't even supposed to be in the workforce, or the 31,000 jobs come after the economy was put through a meat grinder by COVID and a lot of people were unable to work.
Or many of those workers realized they were being taken advantage of with heavy work at low pay, and retrained for other industries that pay living wages, leaving some industries with a glut of workers.
