Yes, if they could get that to 60 kph with average acceleration from a stop then they should be good for city streets. At 40 kph they could restrict the flow of traffic.
The US has alot more, and vastly bigger, gated communities, many with tight regulations on vehicle traffic, where the ZENO would be welcome so I can see why it would sell well there. It's more of a pimped up golf cart than a car.
A golf cart is not street legal so why should these be. Such things a windshield defrosters, and windshield wipers/washers come to mind. Some clown would endeaver to drive one of these in a blizzard.

Just me, I could care less about idiots who want to endanger themselves, but I would be concerned about the hazard these people would inevitably create trying to drive these pitiful vehicles in traffic. Go-karts are not allowed in traffic for the same reasons these glorified golf carts should not be allowed in traffic: they present a hazard to other drivers.

Also, the ZENN looks no smaller than a SMART car and those are allowed on highways...so my original comments in their entirety still stand...if the top speed can be increased to 60 kph with adequate acceleration then I see no reason why they can't be allowed on city streets where speed limits are 60 kph and lower.
