I'm guessing this is the punchline the opposition wanted to use to remind us that all inspections, everywhere, for everything, should be done by federal inspectors, with a huge bureaucracy supporting them.
Unless it's from China.. then "if it's good enough for Moe, it's good enough for me".
I heard a longish ad last night on TV - kind of like a PSA - where they repeatedly said they were deeply sorry.

Stuff from China gets tested just much as domestic products, sometimes even more.
