Researchers in Canada and the United States are closely watching the Alsek River, worried that a moving glacier nearby could block the river and potentially flood a village in Alaska.

Yep, it happens. Takes a hell of a lot of cold, cold snow and ice to cause the mass of a glacier to bulk up and surge, but it does happen.
The Hubbard Glacier in Alaska is right now doing the same thing.

Ahhh,that wasnt me either.
Usually when you see a hoe in the water like that it's stolen and someone went on what they thought was a joyride.
