    What if it would allow the enemy to kill you ? As what they did in Somolia firing from behind women.

    Of course it isn't. This announcement is for the civilians, not the combat troops. You know damn well that under combat the troops are going to return fire. Avoiding civilian casualties has always been a consideration.
