The problem is not in Canada, it's in Ethiopia. If he wants to do something constructive he should go over there and try to get him released. In the very unlikely event his suit succeeds (about two years from now) there is no guarantee at all that Ethiopia would release him.

Last time I looked the courts cannot interfere in government policy, therefore the courts cannot order the government to amend, halt, increase or decrease financial aid to another country as this would be the courts attempting to set government policy. Therefore the suit should be immediately thrown out as the court has no jurisdiction.
