    Why can't they do the other 8? Same for why they only upgraded 80 of the remaining 120 F-18s?

    IIRC part of it is due to issues with the airframes and metal fatigue.

    I also think with the CF-118s, the reason to do only refit 80 was to leave spare parts for the operational planes.

    Because that's cheaper than actually buying what we need...which is par for the course with Canadian governments over the past 20 odd years.
