Seriously though if they caught this guy by the tattoos on his hands he likely has a record already. Sick screwballs like this will always get their jollies doing stupid shit and I think the major change that actually needs to start happening in our justice system is a better process of learning how to analyze and treat the personalities of people who are attracted to crime.
