Two unarmed female police officers are killed in a gun and grenade attack in Greater Manchester, as a suspect is held on suspicion of murder.

I'm thinking that the UK is using the equivalent of what are in the US called 'community service officers' who generally handle writing police reports and minor issues.

That's not really a problem.

Sending them out on a burglary call is the problem.
