The federal government is hoping to convince the United Nations to keep its civil-aviation headquarters in Montreal before a vote by member states this fall.

    Screw Qatar! Let them get their own UN Headquearters. IIRC, the establishment of ICAO HQ in Montreal goes back to the Ferry Command in WW1 and WW2.

    Having once gotten drunk with the head of the ICAO, moving the HQ to a nation where alcohol is illegal would disappoint me greatly.

    They will have special areas where booze is legal.

    Indecently, this puts all the infidels in one place, just in case some extremists decide to attack the World Cup.
