Nope. Michigan is kind of a free-for-all state. The law is written that anyone with a permit can attempt to stop a crime in progress. The only consequence this nitwit would have faced would be if one of her rounds hit a bystander and they sued her for it.
It all depends on what he shoplifted. A hot water tank would have warranted this kind of response where, as a lag bolt would have made it an overreaction.

Can't imagine the Detroit Police getting too upset over this given that they do much the same thing all the time.

Nobody got shot, so it's not murder. But reckless use of a firearm or such charge should be laid. And she should lose her permit.
I agree. But the permit should be suspended until she attends training and is certified to be safe.
