Secrecy is the enemy of democracy...
Conveniently, Canada doesn't have a democracy.
2. Police respond
3. Police and residents ask Loku to drop the hammer. He doesn't.
4. He advances towards the officer with the hammer. Ignoring demands to drop it.
5. He's shot.
There's the report.

Have you asked for every single report ever completed by the SIU?
You've been told what happened the night he was killed. It's public knowledge. Witnesses and cops have their observations open and in the public.
You're going to find out what you already know. He raised a hammer to a police officer after refusing to drop it and threatening other people and was shot for it.

This outrage is a self fulfilling prophecy. When these circumstances remain under wraps it begs questions be asked and the media go at it as they shiuld. If the report had been released quickly as most democracies demand, this wouldn't be an issue.
Under what circumstances can you defend protecting the release of a report when a citizen has been killed?
