Statue of Champlain sculpted in 1915 to commemmorate the 300th anniversary of his second voyage up the Ottawa River. According to National Capital Commission, statue by Hamilton MacCarthy shows Champlain holding his famous astrolabe upside down! Nepean Point is behind National Art gallery on a headland overlooking river. Check out NCC webpage.
