I would also point out that conflating illegal immigrants with legal immigrants does little to help the illegals, and delegitimizes the legals. Similarly, allowing militant islamists to masquerade as moderates only undermines the moderates.

Without discernment all issues are wedge issues.

If the USA reformed the legal process in that mindset, the USA could crack down on the drug and gang war aspects of the US/Mexican border without sending any backlog of prospective migrants Canada's way.
