The model of the lav III has to be redesigned. It was never built to carry as much armour as required by the mission, so, as the article says, it strains the transmission and engine. Although I am not sure of the specifics in this case, money in this manner is usually loaned out through The World Bank, of which Canada has interests in. Not only is it the right thing to do morally, that money would have been a long time coming anyways, and it is an investment into future stability in the region, which benefits everyone.

I think it should be allowed as long as the reader keeps in mind who is writing the stories Well said. All news media, by its nature, will have a slant to some degree. If one knows the source, one can better interpret the story. It is also useful to look at things 'from the other side' occasionally
