The closest that we get to a scientific reference given by Diogenes is a study done by Skaidra Smith-Heisters, a policy analyst at Reason Foundation (a small libertarian think-tank). We found that hemp, flax and canola have an average oil yield (gal/acre) of 37, 49 and 122 respectively.

And it should be legal in the US, however the subsidies they mentioned have been happening for years, probably before the War on Drugs began. Those should go too however.

Hemp converts the sun's energy into cellulose faster than any other plant, through photosynthesis. Hemp can produce 10 tons of biomass per acre every four months. Enough energy could be produced on 6% of the land in the U.S. to provide enough energy for our entire country (cars, heat homes, electricity, industry) -- and we use 25% of the world's energy.
The hemp's oil yield is far to low.

Where hemp really excels is it's excellant, high yield, production of high quality fibre.
Hemp makes excellant fabics for clothing and the makes super paper.

Then you would know that Diogenes, like his namesake, is only looking for an honest man. An honest man, like Sasquatch, would look at hemp as multi-use crop, and not dismiss it because it doesn't do one thing as well as another crop.
It represents a more diverse crop.
