I'm a bit confused about reputation and the way it works on these forums.

I noticed that I have 15 rep points, and that when you click on the rep points you can see who gave them to you. I have 15 points, but I can only see 4 of the people who gave them to me.

How can I have 15 rep points if only 4 people gave me reputation?

I didn't realize that you could give out more than one point every time you give out points.

Put your cursor on the red or green square in the upper left, it will show you the number of points given or taken by each member.

Some have them "Rep Points" turned off but they are the little green and red squares under your profile button. Click on your profile and you will see a box that tells you how many rep points you have. Click on that and it tells you who and why they gave you a + or - rep and the post. The more senior you are here the more points you can give.
