In 2019, a public inquiry in Quebec resulted in 142 recommendations for improvement after Indigenous women came forward to talk about being sexually abused by Val D'Or police.

And that's all in less than a year. How long have Native people had to put up with this kind of shit? Decades? A century or more? And with all the reports and inquiries we've had to investigate the problem, how many of the recommendations have been implemented? Or are they just gathering dust in government archives?

Is it any wonder so many Native people are so pissed off?

The reason protesters are saying "Black Lives Matter" is because too many people have been acting as if they don't matter. Too many people in Canada have been acting the same way towards Red lives too.

Judge says video contradicts RCMP story about what happened in Fort McPherson jail cell



CBC has obtained a video of a violent incident at the Fort McPherson RCMP detachment that cleared a man of charges of assaulting a peace officer and resisting arrest.

The video shows a man from Fort McPherson, N.W.T., being repeatedly punched and elbowed in the face, head and neck by a male RCMP officer as a female officer holds his legs down. The incident happened in a cell at the Fort McPherson detachment in the early morning hours of Oct. 25, 2019.

Citing "substantial discrepancies" between the account Const. Scott Thomas gave of the incident in court and what the video shows, a judge acquitted Travis Jerome after a trial held in Inuvik in February.

In a written decision issued March 23, Chief N.W.T. Territorial Court Judge Robert Gorin said it appeared in the video Jerome was reacting to pain being inflicted on him by Thomas.

"What I observed in the video was Const. Thomas lifting Mr. Jerome's right arm up behind his back in a position so extreme that it must have been causing a great deal of pain," wrote Gorin. "The wrist lock I observed would have undoubtedly caused Mr. Jerome further pain."'

Gorin said after Jerome twisted away to stop the pain, the video showed "Constable Thomas punch Mr. Jerome a number of times in the face and when Mr. Jerome attempted to crawl away, continue to strike him from behind on the back of the head. On each occasion, the officer struck him with considerable force."

In an emailed response, the communications strategist for the RCMP's G Division said no one there was willing to do an interview about the acquittal. Marie York-Condon said, "We will not be commenting further, as the case is closed, and respectfully decline an interview."

Man says he was trying to escape pain

CBC was granted a copy of the video and photos of the damage to Jerome that were submitted as evidence during Jerome's trial after applying to the court for copies.

The video shows Jerome, with hands cuffed behind his back, enter the cell in front of Thomas and the female RCMP officer. Jerome, an Indigenous man, kneels then lays down on his stomach, apparently complying with the officers' orders.

The female officer controls Jerome's legs as the other unlocks the handcuff on Jerome's right hand, twists his arm up behind his back and places his right knee on the back of Jerome's neck and his left knee on Jerome's back.

"I was trying to struggle away because of the discomfort from the arm and the knee on the back of my neck," said Jerome in an interview this week. "That's why I struggled away. Then he started punching me right after that."

The video shows Thomas punching and elbowing Jerome repeatedly in the face and back of the head and neck and pushing his head into the floor of the cell.

Family identifies man, 62, who was shot and killed by police in Mississauga as SIU investigates



The province's police watchdog is investigating the death of a 62-year-old man who was shot by a Peel Region police officer in Mississauga on Saturday evening.

In a statement released on Sunday, the Special Investigations Unit (SIU) said that officers were called to an apartment unit at 3425 Morning Star Dr., near Goreway Drive, at about 5 p.m. to "check on the well-being of a man."

Peel police Const. Sarah Patten said the initial call reported that the man was suffering from a medical condition and not taking his medication.

Patten said the man, who was alone in the unit, was in a "state of crisis" and believed to have weapons on him in his residence.

Muhammed Choudry said the victim was his uncle and he suffered from schizophrenia and other illnesses.

"He was a harmless man," he said, adding that his uncle was "not a threat."

Edmonton constable off patrol years after violent arrests; case fuels calls for police reform



An Edmonton constable accused of using excessive force and racial slurs during a 2015 arrest is no longer on patrol as new details about the case heighten calls for police reform.

Until last month, Const. Nathan Downing remained on patrol – apart from a brief pre-approved leave – after being charged with unlawful or unnecessary exercise of authority under the Police Act in 2018.

A disciplinary hearing in the case, during which he faced allegations that he had fractured a man's face and used Islamophobic slurs, was abruptly adjourned last year when a witness testified that Downing had arrested her a week earlier.

An Edmonton Police Service spokesperson confirmed in an email that as of May Downing is no longer in a public-facing role.

"This move from patrol is not related to a promotion or any disciplinary action," EPS spokesperson Cheryl Sheppard said, adding that there was a recent shuffle within the organization.

Downing was previously found guilty of unlawful use of force after hitting a fleeing suspect with his police van in 2013. In that case, Downing was placed in a non-operational role for 18 months and received remedial training, Sheppard said.

Toronto police charge 11, including an officer, say tow trucks have been using encrypted radios

Toronto police have laid further charges against an officer who allegedly took part in a scheme to provide encrypted police radios to tow truck drivers.

A total of 11 people are facing more than 50 charges as a result of the investigation, which has been underway since August 2019.

The accused Toronto police officer, Const. Ronald Joseph, is facing a series of charges including fraud and trafficking of property obtained by crime. Police announced last week that Joseph was facing charges of breach of trust and fraud over $5,000.

Investigators say the criminal operation put encrypted police scanners in the hands of "several" tow truck drivers working for multiple companies around Toronto.

"They used the radio's encrypted transmissions to learn about and arrive at traffic collisions before other tow truck drivers for financial gain," said police in a news release.

A video has emerged showing a Kelowna RCMP officer dragging a female student down a hallway and stepping on her head after a wellness check at the student's apartment.

The surveillance video is part of a civil lawsuit filed by UBC-Okanagan nursing student Mona Wang filed in B.C. Supreme Court against RCMP Cpl. Lacy Browning alleging physical and emotional abuse.

None of the allegations have been proven in court and Browning denies that she assaulted Wang. The Mountie claims she used reasonable force to subdue Wang after she became combative inside her apartment.

In the notice of claim, Wang says she was experiencing mental distress on the evening of Jan. 20, 2020 and her boyfriend called the RCMP requesting a wellness check.

The lawsuit claims Browning found Wang lying on her apartment's bathroom floor and did not provide medical assistance.

Wang said she was not able to stand on her own when Browning demanded she get up.

"Browning preceded to assault the plaintiff by stepping on the plaintiff's arm," the lawsuit states.

"Browning kicked the plaintiff in the stomach while the plaintiff was lying on the bathroom floor semi-conscious."

According to the lawsuit, Browning handcuffed Wang and then dragged her out of the suite, down a hallway toward the floor's elevator while punching her in the face.
