Bomfim complained to the City of Mississauga, but officials told him they don't own the land. He then contacted both CN Rail and Metrolinx, both of whom said they weren't responsible for it, either.

The ordeal has frustrated Bomfim, who is certain he doesn't own the land, either.

"All I need is someone, whoever it is, to clean that area, so when it rains, the water will flow regularly to where it should go," he told CBC News in an email.

After CBC News contacted Mississauga officials about the story, staff said they had confirmed the land belongs to Metrolinx. However, Bomfim said city officials called him on Monday and agreed to clear the debris blocking the catch basin.

Bomfim said a Metrolinx official had visited his property, but told him the transit agency only looks after the area as far as a nearby fence.

On Monday, Metrolinx sent an email to CBC News saying: "Metrolinx is aware of the homeowners' claim and are committed to working with him to resolve these issues."

There's character for you. Metrolinx first states they arent responsible, than after the city confirms to CBC they own the land, they agree to work with the homeowner.

Stay classy Metrolinx. This guy is already in the hole dealing with your disregard of responsibility. Thankfully CBC presented his case.

Down here (California) if no one claims a property adjacent to yours you can go to the County Assessor and start paying the taxes on it. After five years of doing so unchallenged you can file for title to the property even if it belonged to a government agency.
