National Post: Pro-Russia rebels fire on border guard boat after Putin urges Ukraine to discuss ‘statehood’ of separatist regions

Russian President Vladimir Putin on Sunday called on Ukraine to immediately start talks on a political solution to the crisis in eastern Ukraine.

Hours later, Ukraine said a border guard vessel operating in the Azov Sea was attacked by land-based forces. Pro-Russian rebels have recently opened a new offensive along the seacoast.

Putin’s comment, made to national TV network Channel 1, said Ukraine should “hold substantive, meaningful talks, not about technical issues but about the question of the political organization of society and statehood in southeast Ukraine, with the goal of safeguarding the legitimate interests of those people who live there.”

Despite the use of the word “statehood,” Putin did not envision sovereignty for the two separatist eastern regions that style themselves as “Novorossiya” (New Russia ), his spokesman Dmitry Peskov said later, according to a Russian news report.

Meanwhile, two prominent U.S. senators said Sunday that the Obama administration should not only push for tougher sanctions on Russia, but should also send weapons to help Ukraine defend itself.

“We should be providing the Ukrainians with the type of defensive weapons that will impose a cost on Putin for further aggression,” Democratic Sen. Robert Menendez, chairman of the Senate Foreign Relations Committee, said on CNN’s “State of the Union.”

Menendez, speaking from the Ukrainian capital Kyiv, added, “This is no longer the question of some rebel separatists, this is a direct invasion by Russia. And we must recognize it as that.”

He said the issue of supplying weapons to Ukraine “may be very well on the table right now” for the Obama administration considering “these are changed circumstances.”

Sen. John McCain said that if unchecked in Ukraine, Russia could begin to threaten other nations in Eastern Europe, including Moldova and the Baltic states, former Soviet republics. McCan denied that providing weapons to Ukraine could make things worse.

“For God’s sake, can’t we help these people defend themselves? This is not an incursion, this is an invasion,” McCain said on CBS’ “Face the Nation.” “Give them the weapons they need, give them the wherewithal they need, give them the ability to fight. They will fight. “

Putin: You better not come after a nuclear-armed Russia

Don't mess with Russia.

That was President Vladimir Putin's message on Friday, the same day a British government source claimed that Russian troops had significantly ratcheted up their military incursion into Ukraine.

Moscow doesn't want or intend to wade into any "large-scale conflicts," Putin insisted at a youth forum, state-run Itar-Tass reported. A few breaths later, he made the point that Russia is "strengthening our nuclear deterrence forces and our armed forces," making them more efficient and modernized.

"I want to remind you that Russia is one of the most powerful nuclear nations," the President said. "This is a reality, not just words."

He later warned, "We must always be ready to repel any aggression against Russia and (potential enemies) should be aware ... it is better not to come against Russia as regards a possible armed conflict."

And Russia's military may be getting digging in deeper in Ukraine. The British government source told CNN on Friday that Russia has moved 4,000 to 5,000 military personnel -- a figure far higher than one U.S. official's earlier claim of 1,000 troops.

The soldiers are aligned in "formed units" and fighting around Luhansk and Donetsk, said the UK source. And they may soon have company: Some 20,000 troops are on border and "more may be on the way," the source adds.

Some fairly confusing news today about a cease fire. On again/off again, never happened, in the works . . . hard to tell what is going on. The Telegraph has a timeline: (updated regularly)

14.05 Putin has issued his own peace plan for eastern Ukraine, calling on the Russian-backed insurgents there to "stop advancing" and urging Ukraine to withdraw its troops from the region.

Putin, speaking in the Mongolian capital of Ulan Bator, said he came up with a 7-point peace plan on the plane trip there in which Kiev must withdraw its troops and stop its artillery strikes.

"The warring parties should immediately coordinate and do the following things together," Putin said in televised comments. "The first thing is for the armed forces and insurgents of the south-east of Ukraine to stop active advancing in the Donetsk and Luhansk regions.

"Second is for the Ukrainian military to withdraw their troops at a safe distance that will make artillery and other strikes on populated areas impossible," he added.

I find it kind of funny to be discussing a cease fire with a country that claims not to have troops in the area.

Obama apparently found his sack today and read a speech at a conference in Estonia that was timed to hit today's US news cycle. The speech was live at 7am Pacific Time. In it he committed US forces and NATO to defending the Baltic states the same as if they were US or other European territory. He made numerous commitments in the speech and I'm frankly not accustomed to this man making such definitive and clear statements.

In other related chatter:

The USAF has forward-positioned a squadron of F-16 and a squadron of F-15 fighters in Poland. The US Army has forward positioned attack helicopter groups in Poland and the mystery here is the units are unknown. The speculation is that the attack helicopter units are deployed with the sooper sekret stealth helicopters (which are probably just black budget Comanches).

The US Navy also put a cruiser and two destroyers into the Baltic ostensibly to provide surface support for Air Force One and its escorts. Now we'll see if those ships depart the Baltic after this. I'm thinking they might stay just to make RasPutin nervous.

All well and good, but it won't stop Putin in Ukraine. Putin is like Harper, he knows how to push just enough without getting a serious response. He'll be content to take some of Ukraine and destabilize the rest - for now. Unless Europe finds it's collective sacks and put in full-on sanctions, ones that will unfortunately hurt them as well as Russia, Putin knows they're not serious in opposing him.

Ignoring the escalation of tensions for a moment; I've always had a fondness for the Comanche. I would love to see them do what they were built to do; turn Russian (and East German) armour into slag.

Ditto that.

In a number of military forums there's a suspicion that the Comanche was never really cancelled but that it was so good that the program went black. The likely motivation is that the Department of Defense has been in a war with the Department of Commerce over keeping covert technology covert. If the program is official then the politicians in DoC will absolutely want to export it.

That suspicion is justified because a number of operations have occured in areas with pretty decent AA coverage that would be problematic for known platforms like the Apache. Abottabad comes to mind because the two stealth transport choppers had another chopper acknowledged as providing cover just a few klicks from Pakistan' most secure air base. Yet there it was hovering in the air (per eyewitnesses) without a care in the full knowledge that nothing could get a lock on it. :idea:

PARIS — France is suspending the delivery of a hulking warship to Russia amid security concerns about Moscow’s actions in neighbouring Ukraine, President Francois Hollande’s office said Wednesday.

The announcement comes a day before the start of a NATO summit and after months of pressure on France from allies to suspend the sale amid tensions between Russia and Ukraine.

Hollande’s office, in a statement after he met with top defence advisers, called the fighting in eastern Ukraine “grave,” and said Russia’s recent actions harm “the foundations of security in Europe.”

The Vladivostok, the first of two Mistral-class helicopter carriers ordered by Russia, was to be delivered next month. The second — named Sevastopol, ironically, after a port in Russian-annexed Crimea — has been slated for delivery next year.

Thank you France. For a while I thought they'd actually deliver it.

Notice to Canada, one LHD is now on the market. Never used. Will have to change all signage from Russian to English.
