I think the reason is 'cost'. Special effects are expensive. Bullets are cheap.

It's not so much the special effects with a fire ball, that's easy and cheap to do. Literally paste the same asset on each shot. It's the fact that without blanks, the gun won't cycle or have any kick back, or do... anything. That's really hard to fake via acting or special effects.

Gun safety. You don't need props IF you have the proper respect for the firearm. You get handed a weapon it is still your responsibility to check to see if a round is in the chamber. NEVER point a gun at someone unless you intend to use it. Finger OFF the trigger. Basic stuff.
