I know the host provider was Canadian and that was part of the problem was they simply didn't have the resources required to ramp up for the demand on the server end. I know they could not use larger US servers to offset such as amazon or google because of the patriot act would have given the US direct access to voter information. Since the infrastructure was not up to standard here in Canada and US laws would snoop they had no choice but to outsource to Spain.
