"No flags were present" was a metaphor for saying that the coalition did not have the blessing of the people or nation of Canada.

you're hoping these parties gain power via a coup. No, I'm kind of hoping the Governor General asks one to form a government once the non-confidence motion, triggered by Mr. Harper's stupidity, is passed.
