I think you're confused about the meaning of the Quebec Civil Code.

It is not a different criminal law, as such. Quebec is subject to the Criminal Code, they just don't follow a British Common law tradition as the rest of Canada does.

Kenney, Prime Minister Stephen Harper's parliamentary secretary was there, spying on the NDP and LIB's that were there supporting those scum-bags... He welcomed them on behalf of the Prime Minister, as an official representative of the Government of Canada. He was not there to spy on the opposition...
