It seems that the act was one of standard protocol as massacres, unfortunately, were hardly uncommon in occupied territories and this increased during the end of the war (just look at the camp systems). In fact, dissidents or partisans or resistance or terrorists knew full well that their actions would be have consequences on the civilian populations (look at Heydrich's assassination) so in many ways, these kind of actions (and don't forget what even police battalions did in, say, Poland) could be all too common.
