We were told that when we stopped using CFC's the holes would stop growing.
Ozone is an extremely unstable configuration of oxygen. Lots of things can cause it to break down, like CFCs, freon and halons + UV light. The hole naturally expands and contracts with the seasons.
One of those nasty predictions of global warming is that increasing CO2 in the atmosphere + UV light from the sun will also cause it's depletion.
I think that our halting our use of freons, halons, CFCs and things like carbon tetrachoride have
slowed ozone depletion, but it's going to take a long time for the holes to recover. If we hadn't stopped use of those chemicals, then we'd be a lot worse off than we already are. Right now the only risks are at higher altitudes - places like Tibet, and the poles.
