Nope not at war. The condition for war to exist between 2 nations is well defined and there is absolutely no need to muddy those waters.
We don't need a war on drugs, a war on marriage, a war on poverty, a war on ignorance, a war on terror, etc
You see none of those things are actually war. Words matter, lets keep it that way.
