Of course it is unsafe. The speed is too low to be on the road. It is not a cycle but a car. Downhill it would run away as the bicycle brakes wont hold it.

In Ontario a quadcycles are not considered a bicycle under the Highway Traffic Act (only uni, bi, and tricycles are) and therefore cannot be operated on a road.

No mention of quadcycles in the link. No doubt the act will be changed to include them.
The ticket was given for an unsafe vehicle, which was not proved.
It was foolish to take the vehicle on a public highway.
