How about just letting nature take its course? Black bears are not endangered.

Natural cycle, the predator population booms and eats most of the food, then starve off and give the herbivores and plants some time to recover before starting the cycle again. This is one case where we would actually be interfering in nature and making it harder for the animals to live a proper life in the wild.

Since bears are omnivores that get most of their food from plants, this cycle wouldn't apply - bear pops just rise and fall with available food. But of the 2 cubs born each year, one will almost certainly die, it's just the natural way. We shouldn't be interfering with healthy populations. Except there's a lot of people out there who worry more about the widdle teddy bears than their fellow man.

Some would argue that caring about the bears is caring about your fellow man.

As often than not, those teddy bears have more worth than your fellow man.

You really care about bears, don't disturb their environment and leave them alone. Raising cubs to introduce to areas that already have a healthy bear population can just cause problems. I don't see how investing resources in a population of animals that's doing well is caring about your fellow man.
