The quality of drinking water in Al-Tabaqa, northern Syria, got worse after an engineer went on the run having stolen cash from the water plant he was running, it has been claimed.
Seems reasonable to assume that a group like ISIS would be as uninterested in the tedium of the minutia of actually having to govern and doing boring crap like infrastructure maintenance as, say, the GOP usually is.
