| It happened in the UK (BBC link) and they don't put breakers in a panel before it is distributed through a house. The power in the walls is straight from the station. Breakers are in the plug. Funny how you don't post about parts of Alberta/western Canada being well below seasonal. Oh, and the Yukon reported a -59*C temperature as of late, and it could have been even colder due to the lack of reporting stations in the territory.
