Trouble is, a very similar manifesto was adopted by the Mohawk council, and you saw how far that extends. As usual it comes down to minority representation-does a majority have an 'inalienable' right to force it's desires onto an unwilling minority. This is pretty much the story of Canada and it's dysfunction, and also extends to Quebec. <br />

So we have Canada saying you need 60% and Quebec saying you need 50%, and neither side saying much about border issues and native rights. In fact I'd say that much of the reason that the 'limbo' is quite favourable to the powers that be is that if Quebec simply 'votes' to secede, then every native band in the country has a perfect right to vote on the same-and that includes WITHIN Quebec. As Quebec proves with Canada, just because you pass fancy phrased law doesn't make it binding on those who want out. I could draft a law to make it sound perfectly reasonable that I hit somebody on the head every day-it doesn't mean it makes sense or that the guy who gets bonked can't do anything about it (that's not an analogy, just an example) <br />

I would have thought that if elected officials at least wanted to deal with the Quebec issue they would stop drafting bills pertaining specifically to Quebec and simply withdraw most federal initiatives within the province, but they seem to be doing the opposite. The NDP and BQ seem to vote together almost unanimously, unless it is specific to Quebec, in which case the BQ votes alone (and of course loses). This shows how disinterested Canada remains to the whole issue-and also exemplifies Canada's dysfunction.
