I recently saw that on the news. Disgraceful to see that an elected official would take part in these sort of activities, regardless!!!

It's more the fact that it is an elected official that acted in such manner.

He should know that any politician should behave in civility regardless of his/her opinion. He was elected to represent his constituents, that's it.

He is a noob politician that doesn't know any better. His role certainly is not by throwing shoes as an act of symbolism, it doesn't matter who the world leader is and that's not the point here.
