If he was invited into India to retrieve his passport from the Indian authorities that would be called "entrapment" when he was then arrested by those same Indian authorities for entering the country without the passport of which the Indian authorities are already in possession.
Again, were he an Israeli and the facts were established as above, the Mossad would be coming to get him and they'd not hesitate to kill any Indians who got in their way. Where India and Israel only established relations in 1992 and the relationship has been rocky since then I doubt there'd be any love lost between them.

and as long as they didn't violate the law of they country by putting him into jail they are technically right. And it's up to them actually to decide what measures to apply unless violating the law. Although, I don't support such sanctions, of course!
