I don't know Ontario traffic laws, but here in Alberta, bicyclists are treated as motor vehicles if riding and pedestrians if walking their bikes (through a crosswalk). Call me petty, but I never stop for some jerk on a bike waiting to cross unless he/she is walking it across. I obey the rules when I'm out riding, so they can too.
That's correct, funny thing though most motorists don't understand the difference either and will slam on their brakes at the first sight of a cyclist at an intersection even when they're sitting on their bikes.
