THere's no rule stating they can't be worn. There's nothing about hair either - do they have to have their hair tied back or can they compete with it long? You are not reading well, are you. The rules says what can be worn and nothing else. Is it that hard to understand? Then there's nothing that says they can't compete with waist length hair. And since when is hair a part of the uniform? Why always try to respond if there has nothing left to respond to? So they CAN compete with long hair?
of course you can...that is not considered uniform...uniform is what you wear. There are rules against grabbing someone by the hair, but it stills hurts like hell...kind of good motivator to kick the other opponents ass. The uniform is used to flip people...Hwacker posted a good link to show this.

What has long hair to do with the uniform? It has been said repeatedly that it's about the girl's safety. Long hair is a safety risk - it can get in the eyes, it can be pulled, etc. Ponytail elastics weren't specifically mentioned as part of the uniform, so I take it you agree that they can't be worn, because after all, "If it's not in there it's no part of judo uniform so it's not allowed. Plain, straight and easy!" Well, if you really want to make yourself look stupid, here it comes! $1: 4. Hygiene
(a) The Judogi shall be clean, generally dry and without unpleasant odour.
(b) The nails of the feet and hands shall be cut short.
(c) The personal hygiene of the contestant shall be of a high standard.
(d) Long hair shall be tied so as to avoid causing inconvenience to the other contestant.
Any contestant who will not comply with the requirements of Articles 3 and 4 shall be refused the right to compete and the opponent shall win the contest by Fusen-gachi, if the contest has not yet started, or by Kiken-gachi, if the contest has already started, according to the "majority of three" rule (see Article 28 ).

Lily seriously you know nothing about judo, the gi can be used to choke out your opponent if you grab the hijab while doing this what damage could be done?
I know girls that are just as mean as men when it comes to judo, they will use this to their advantage.

I'm tired of the constant insults - some people just don't seem to be able to post without them.
I didnt say that it didnt need to be tied back...just that you can compete...I just took it as a given that everyone knew it had to be tied back...my bad  I should have clarified.
When I have competed it has been tied high and outta the way.

$1: Sounds to me like she was just stepping on the mat when they told her she couldnt wrestle. She must have registered so it SHOULD have been brought up there but maybe the volunteer at the desk didnt realize the rules that Muslim women have imposed on them and assumed shed be taking it off. Seems to me it was probably the ref that brought up the question of safety but EITHER/OR that should be the main concern here.
The rules are given when you register, which is usually in advance to the tourney. You have to sign in when you show up. Part of the discipline is that your uniform be in order before the tourney. A disqualification happens on the mat, only an official can deem this. I totally agree with the safety factor, with any kind of grappling it involves grabbing by loose articles...it would be very easy to choke someone out with hijab...I dont understand why it has to be around the neck.
**as for the belt tied incorrectly- I had to go toe to toe with my master for punishment...bloody nose, hurt ego, humiliation...and i tied correctly from that time forward  **

Thank you. But why is it okay for you to tell me to check the rules, but not okay for me to say that Judo Manitoba should have done the same? This is my point. One thing that hasn't come up - this was a tournament... was it the first of the season? Was it her first? Has this been an issue in the past? If she's competed with her headscarf in the past, what changed?
Well, then Judo Manitoba has also left a stupid impression. They just should have said: These are the rules, this the dress code, period. Don't hide behind safety to make it more PC, but make it an easy choice, follow the rules or you're disqualified!
