A cell phone is a handy tool in a fight. I like my old-school Motorola flip-phone. The study body, when rammed into a brigand's larynx, does a dandy job of busting up the hyoid bone and the tracheal cartilage and then you can still use it to call the meat wagon afterwards. The iPhone doesn't have an app for that and it is just a shade too large to really make an effective hand weapon.

They are, and to a degree the parents should have some culpability. However, it is very tiring that the panacea for societies problems is to spend more time blaming the parents and less time beating senseless the little shitheads.

No such crime as rape in Canada and I know youths 13 and under can't be charged with sexual offenses and I suspect that number has been raised to 15.

Nope. At the age of criminal responsibility (12 in Canada) you can be charged with any criminal offence.
Defence can argue sexual immaturity rendering their client incapable of the full offence in court, but that does not stop them from being charged if grounds exist.

In my younger days I was a bit of a shit-disturber and became quite familiar with our legal system. That being said, I had a very middle class upbringing. Mom and Dad were loving and kind, taught us about our responsibilities as a member of both the family and society. I opted to be an asshole contrary to my parents best efforts and if they got punished for my actions I would probably have continued far longer with my destructive lifestyle.

Holding the GUILTY responsible versus the parents is the only thing that makes sense.

That just continues in the vein of not holding the offenders accountable. It's very telling that our society would rather punish parents instead of the criminals themselves.

Nobody is held accountable. It's always somebody elses fault.

Laying charges against the parents won't do any good. It won't stop the kids from doing sh*t they shouldn't. It will only make them think "ohhh, see, it's ok, they can pay, as usual", and go on doing what they do. They won't care. If they did, they wouldn't do it in the first place.

Only thing that helps is pick them all up, set them up against eachother to figure out who did what, or punish them all equally.

And, please, get the girl some much needed help. NOT paid for by her parents...
