According to this article, pot smokers have to obey the same rules as cigarette-smokers in public:

While users must abide by any federal or provincial legislation and local bylaws that restrict smoking cigarettes in public places, there are no other specific prohibitions on medical pot use in public.

Groups may wish to restrict it. Whether they can or not...

Unless they specifically said that marijuana also can not be smoked instead of
just being a rigid bylaw on cigarettes, then there's nothing legally on their side.

Unless there's an external legislation dictating that medical marijuana
be treated publicly equally with cigarettes and cigarette limitations.
