The lib/cons use military spending as a slush fund for their own pet political projects. They then give a directive loosely based upon that and then the bureaucrats in the department have to draw up white papers that fit that. This is done time and time again to the point the bureaucrats give up on trying to do what is needed and focus on what is possible under the political framework that pleases their political masters. So we end up with white elephants that don't have a practical purpose.
