Seems to be pretty common practice. Ralph Klein was doing it long ago, people are saying BC does it too. Although the diff with BC is they are providing tickets so people can go home, ie where they have supports.

Obviously it was policy, as it happens enough to have it's own name. But that doesn't mean Ralph and Brad are down at the bus station handing out tickets.

Man you like to weasel around. Nobody said they were handing out tickets themselves. In Wall's case, this seems to be a one off, not policy. In Klein's case this was stated policy that went on for years.

The general idea goes back to the Depression, with those "unemployed keep moving on - we can't take care of our own" signs that were seen everywhere. Probably where the "bum's rush" saying came from.

When people say things like that, you and I know they are usually wrong. Premiers may set policy and direction, and the Ministers will set that direction in the ministries, but it's the civil servants who carry it out.

Klein and Wall (and any other Premier) may agree with the policy of resettling the homeless via 'Greyhound Therapy', but that doesn't mean they had any say or knowledge of the matter.

Wall probably didn't even know about it, this doesn't sound like established policy for Saskatchewan. In Klein's case it went on for years and was well publicized. If he didn't like it, he could have stopped it. Since he didn't, he owns it.
