You are off your rocker or maybe more accurately you have listened to some of the media and trusted them not to lie to you.
Every dealer at a gun show must do a background check.
Private citizens are free to sell guns without a background check. (like in Canada)
The loophole everyone talks about is the part were a non dealer can sell his property to someone else without having to do a background check. In the past the gunshow was a place to meet up with people to buy, sell or trade firearms with other people. The internet has made that sort of redundant.
Now some people do use gun shows to sell firearms. But under current law you can't get a federal firearms license (firearms seller basicly) if you only work at gun shows. And only FFL holder can use the National Instant Criminal Background Check System.
The loophole isn't a loophole, and the system is currently made to keep people from becoming FFLs because the administration is trying to make it as hard as possible to legaly get a firearm, and fewer dealers means it's harder to do business.

Which all has nothing to do with gun violence/crime in the USA. The vast majority of firearms used in crimes are not legaly owned, and are not used by the people that tend to go to gun shows. As it was said in the linked report the government is spending time going after law abiding citizens rather than criminals, again. Likely because it's easier to get people that follow laws to follow more laws.
I guess Berry is too much of a chicken to come foward and say white people are not the cause of our gun crime, it's young black men. And then try and do something about it.
