hmm well maybe ... but my cousin came here to Quebec 3yrs ago from England.. he was educated in both languages in Europe.. kids in one.. kids go to english school but are becoming fluent in french. :)

They must be in an immersion program. Good for them!

If he or his spouse was educated in English (even for as little as a year), then their kids would be eligible.

I neglected to mention that there is a grandfather clause, if your cousin's (or spouses) parents were educated in English in Canada, then they grandchildren are eligible. If this is not the case, then he is probably one of the few who has slipped through the cracks.
