Wouldn't be surprised to find that this was the norm in every province and in quite a few other countries.
That's the way it was done at the time.

Just because it was the norm doesn't make it right. One of the gentlemen in the story said for a few weeks time he and his co-workers had to submit pee samples, and that the company was doing air quality tests, they were never told of the results...guess what? If any tests were actually done, the only reason they wouldn't make the results public is because they found out that it was poisoning their employees, and that would be admitting guilt. As long as those in charge aren't the ones being poisoned then who gives a shit about the common man?

Sorry CrazyNewfie, I'm far from supporting this practice. Just not surprised that it was done.
Happy it's not being done anymore, at least I hope, cause this is one of the places I like to go cross-country skiing.
