Two unions say the Canadian government did not fulfill its obligations to out-of-work Canadians before approving an Edmonton-based construction company's application to bring temporary foreign workers to a Winnipeg job site.

Documents obtained by the Manitoba Building and Construction Trades Council through an access to information request show that last year, Pagnotta Industries applied to hire a senior construction superintendent and 15 form-work carpenters from the United States and Ireland.

As part of its application, Pagnotta told Human Resources and Skills Development Canada (HRSDC) it had looked for Canadians to fill the positions, but it was unsuccessful.


Bullshit. It had claimed it had a booth at a job fair in Edmonton, which was outside the time limits allowed for applying for foreign workers to fill the positions. It put up and ad in an Edmonton paper over a year ago, with absolutely no mention of a Winnipeg project, and it advertised on an internet site that specializes in IT jobs, not construction.

OTTAWA — Federal and B.C. government officials were applying “unusual” and “daily” pressure in early 2012 to encourage the processing of federal permits to bring in temporary foreign workers from China for a controversial proposed northeast B.C. coal mine, according to testimony submitted at a Federal Court of Canada case.

If job prospects continue to dry up for Canadian workers, and cheap'er' foreign labour is brought in, violence is inevitable. I know these guys are just trying to feed their family, but so too are the people living here. They are the ones who buy houses, cars and pay property and school taxes.....you know, the folks who reinvest their income into the local economy.

No mention of wages. Did they pay them less? Or did they do it to skirt paying the union and that's why the union is pissed.

And it should be. Bad enough the Chinese take North American jobs to China, damned if they should come here to get the jobs we have left! :evil:

New Brunswick has an unemployment over 10%.
For the life of me, I have no idea why there are foreign workers in NB.

Something fundamentally wrong with this program.
