ULEZ is more about air pollution (PM, SOx, NOx)than CO2, but London is a harbinger of the way other cities will be going with the move away from cars and towards active transportation and public transit.
The ULEZ approach is regressive--if you can't afford a late model car, you'll no longer be able to drive. In a city like London, you don't really need to drive. A lot of rural residents are concerned that these "sin taxes" will price them out of the ability to drive and there is no public transit available.
