I think "they" get off on being thorns in the sides of others.

Just ask the Brits, they'd know better than anyone. Even when you are allies with the French they still manage to be a pain in the ass (booting out NATO, De Gaulle in WWII, supporting Quebec sepratists, Rwanda, etc).
