I wonder how the twits from Enbridge will respond since this flies in the face of their plan for maximum profit at minimum cost to their company.
I think what'll make this plan more palatable to the Province is the 2 to 3000 permanent jobs and the lessened risk of Bitumen being dumped in the Douglas Channel since it's a lot easier to clean up refined oil than that crap.

They would need to be jobs, all of them, not jobs for Chinese nationals.
Possible 3000 good industrial jobs... that's a lot.

Watch them make Mandarin a job requirement. Or claim the Canadian labour force doesn't posses the skills required to work a refinery.
