From those links...
The 2004 CF Budget was 12 255 000 000
and there was "$420 million immediately in the first year"
So, by extension, the 2005 budget was 12 645 000 000?
Making 2006 with it's 400 million infusion, $13 045 000 000?
How's that logic look? |

What does it mean when you're loading up a webpage (at work) and the image elements of the page remain empty save for the little square with a red 'x' in the corner of the image's space?
